Windows XP program problem

Hi, I have a problem that if I try to open the program on Windows XP using the icon in the notification area it disappears when I hover my mouse over it. The program doesn't close but I can't get into it to change any settings. I also can't open it if I try going through Windows Explorer.

I am still able to use my iphone to control the mouse but just can't change any settings. Does anyone know how to fix this problem?
